Control of entry will be set to be similar to the one in England. Currently, NHS contracts are approved in Wales according to the "necessary / Expedient test". This test results in new pharmacy contract being granted only if patients are deemed not to be able to access prescription medicine quickly enough. This new Bill proposes to take into account all pharmaceutical needs of the neighbourhood, rather than just focusing on the dispensing of prescription.
Where a pharmacy fails to meet the expected pharmaceutical needs of a community, potential pharmacy contractors/competition can now submit applications for a new contract. Potential contractors may also be introduced by the local health board. This Public Health Bill which was laid in parliament on the 8th of June 2015 also proposes that regulations be brought in line for the supply, handling and use of electronic cigarette to match the ones of other nicotine replacement products.This would mean that pharmacies will not be able to supply electronic cigarettes to persons under 18 years of age. This will also restrict the use of electronic cigarettes in enclosed public+5- spaces. This Bill is likely to become law in the srping of 2016.
